In 2004 seven Agreements including a MoU between the
Government of the Republic of India and the Government of the Union of Myanmar
for Setting up Entrepreneurship Development Centre at Yangon; Letter of
Understanding between Myanma Posts and Telecommunication and Telecommunications
Consultant India Ltd. on Co-operation in Telecom Sector; Exim Bank's Line of
Credit of US$56.358 Million to Myanmar for the Yangon-Mandalay Trunkline Railway
Project; and a MoU on Cooperation in the field of Railways between the
Government of India and the Government of the Union of Myanmar were signed
between India and Myanmar. A joint project on installation of tidal gauges in
coastal Myanmar also fructified in April 2004.
Eight high-level visits have taken place between India and
Myanmar in 2004. In January 2004, the Myanmar Minister of Communications, Posts
and Telegraphs, Brig-Gen. Thein Zaw visited Hyderabad to attend the Second Asia
Information Ministers' Meeting (12-13 January, 2004). In the same month, the
Governor of West Bengal, Shri Viren J. Shah paid a week-long goodwill visit to
Myanmar. During the visit, he called on Senior General Than Shwe, Chairman of
the State Peace and Development Council. He also toured important cities of
upper Myanmar i.e. Bagan, Mandalay and Taunggyi. The Myanmar Minister for
Energy, Brig-Gen. Lun Thi, visited India from 28-30 January, 2004 at the
invitation of Shri Ram Naik, Minister for Petroleum and Natural Gas. Maj-Gen.
Aung Hlaing, Deputy Minister for Defence and Colonel Thein Htay from Myanmar
Ministry of Defence visited India from 4-8th February, 2004 to participate in
DEFEXPO India-2004 at the invitation of Indian Defence Minister. Myanmar Foreign
Minister U Win Aung paid a short visit to India on July 24. Myanmar Railway
Minister (MRM) Maj-Gen. Aung Min headed a 6-member delegation to India from July
26 to August 3, 2004. Shri Shyam Saran, Foreign Secretary of India visited
Myanmar from October 3-5, 2004 for Foreign Office Consultations.
The Chairman of the State Peace and Development Council of
Myanmar, Senior General Than Shwe paid a State visit to India from 24-29 October
2004 at the invitation of Rashtrapatiji. He was accompanied by a high-level
delegation comprising eight Cabinet Ministers including Ministers for Foreign
Affairs, Industry, Energy, Rail Transportation, Communications, Science and
Technology, Health and Religious Affairs. Senior General Than Shwe’s visit was
historic in nature, being the first Head of State level visit from Myanmar in 24
years and the first Head of State - Head of Government level interaction in 17
years. Apart from Delhi, the VVIP delegation is visiting Agra, Bangalore,
Sarnath, Bodh Gaya and Kolkata.
During his visit, Senior General Than Shwe met with President
and Vice President and held wide-ranging talks with Prime Minister on bilateral,
regional and global issues of mutual interest and concern. A Memorandum of
Understanding for Cooperation in the field of Non-Traditional Security Issues
(counter-terrorism) was signed between the two countries. Both sides also
expressed great interest in furthering cooperation in the field on
infrastructural projects and energy. A MoU on the Tamanthi Hydroelectric Project
on the Chindwin River in Myanmar was also signed, as was a Cultural Exchange
Programme for 2004-06. In the Joint Statement released at the end of the visit,
the Myanmar government expressed full support for India’s bid for permanent
membership of the UN Security Council.
Five bilateral meetings also took place at ministerial level
between EAM Shri K.Natwar Singh and Myanmar’s Minister of Foreign Affairs, U.
Nyan Win; Commerce and Industry Minister, Shri Kamal Nath and Myanmar’s Minister
for Industry- I, U. Aung Thaung; Minister for Railways, Shri Laloo Prasad Yadav
and Myanmar’s Minister for Rail Tansportation, Major General Aung Min; Minister
of Communications and Information Technology, Shri Dayanidhi
Maran and Myanmar’s Minister for Communications, Posts and Telegraphs, Brig.Gen.
